MEMCU24 converts the data in a source buffer from UTF-16 to UTF-32, stores the result in a target buffer, and returns a size_t 1 value that indicates the number of bytes that are written to the target buffer.

The buffer lengths must be nonnegative and must have a computational type. The buffer lengths are converted to type size_t.
If the target buffer is too small, a value of -1 is returned. The source must contain valid UTF-16, and the behavior of this function when it does not is unspecified.
