i have 2 feilds in a table
and suppose the data i have has a two different state names in these two fields.
then is there any rule set or any method in qs to know the zip code belongs to which state.

To verify that the city/state and postal codes are accurate, you need to do one of the following:
1) use IBM InfoSphere QualityStage Address Verification Interface -- this is an add-on module to QualityStage which incorporates global postal reference data and is refreshed at regular intervals for customers with active licenses.
2) acquire the postal reference data you need and build your own routines to perform the necessary parsing, lookups, and validations of the data. The challenge with this approach is ensuring that your reference data remains current and accurate.
