Explanation
This master server was attempting to create a new entry on the specified
partial replica and the parent entry was missing probably because the
replication filter eliminated it completely. The server attempted to
create a surrogate entry to take the place of the missing parent, but
this operation failed.
User response
If the entry is not present on the target server and is still required for child entries,
you must manually create the entry on the servers to proceed.
