Explanation

The error might have occurred because the port
the directory server was going to use was already in use.
User response
Verify that directory server instance exists on the computer and is not started.
If necessary, change the port if it is being used by another program,
directory server instance, or admin server. The use the idsilist command
with the -a option to see what ports are currently configured for each
directory server instance.
