      Starting with the IBM Tivoli Directory Server 6.1 release this message is deprecated. 
      See GLPSRV008E.
      The Admin server is unable to obtain the necessary resources to create
      a required thread. If the failure occurs during startup of the LDAP
      Server, the program ends. If the failure occurs while processing
      a new client request or initializing secure communications for a
      client request, the program continues, but the request is not
      completed.
