'You do not have permission to use the bulk load statement' error when running Excel reports

Troubleshooting


Problem

User runs/refreshes an Excel report/spreadsheet (for example by clicking 'F9'). User receives error message.

Symptom

Screen:

System.Web.Services.Protocols.SoapException: Server was unable to process request. ---> System.Exception: You do not have permission to use the bulk load statement.
