Problem

Windows Server 2003 SP2 problem with local Transmission Control Protocol (TCP) .

Solution
Servers running Windows Server 2003 SP2 might encounter a problem in trying to establish TCP connections with services running on the same computer.? For example the Portal claims that Search service is not running when in fact it is.? Microsoft has acknowledged a problem in their knowledge base article at:

This explains the cause as follows: "This issue occurs because of a race condition in the TCP/IP driver (Tcpip.sys).? When the race condition occurs the disconnection notification is not sent at the required time.? This behavior orphans some TCP connections.? Therefore the applications or services that rely on these connections fail. Additionally these connections remain in the LAST_ACK state in the FIN_WAIT_2 state or in the CLOSING state."

There is a patch available for download from the Microsoft website.
