We have a subset of users who are getting messages when they try to get into ISPF:
ISPP151 Panel 'ISR@PRIM' error I/O error in retrieving panel (CDG).
ISPS017 - A dialog error has occurred before the dialog manager is initialized.
ISPS016 - No dialog error recovery until a primary option menu is fully processed.
ISPF Main task abend
ISPF ENDED DUE TO ERROR+
Only these users get the error, even though other users have the same logon proc.

Answer
The ISPP151 message means what it says, that there was an error trying to read the ISR@PRIM member from the ISPPLIB concatenation. Even though all users have the same logon proc, verify whether the failing users have a customized setup. It is likely that these users configured their ID to concatenate a personal data set in front of the normal set of data sets for ISPPLIB as a part of logon. If those data sets do not have a format that is compatible with the normal libraries, that can cause this error. From the TSO READY prompt, rename the data set controlling that customization.
If that does not explain the problem here, report the problem to IBM Service by opening a service request (PMR) through http://www.ibm.com/support/servicerequest/ for more diagnostics and analysis.
