I am getting this error message:
EZZ6236I bind function failed for SNMP inet udp socket; EDC5111I Permission denied.
How do I resolve this issue?

This bind failure problem is usually caused when UDP port 161 is reserved for the wrong job name. It will cause the SNMP agent to fail to initialize.
If SNMP issues EZZ6236I or EDC5111I, you need to check your port reservations in the TCPIP profile for SNMP. Ensure that the jobname (default name is OSNMPD - yours should be the jobname you are using for the OSNMP started task), port number (default 161) and protocol (UDP) are correct.
As the IP Configuration Guide points out:
"The default port used by the SNMP agent to receive incoming requests is 161. If you want the agent to use port 161 for this purpose and want to ensure that no other application uses this port, you must specify the following PORT statement in your profile data set:
PORT
161 UDP OSNMPD ; SNMP Agent port for SNMP requests
If the agent will be started from the z/OS shell, reserve the port instead for z/OS UNIX by typing OMVS instead of OSNMPD."
