Where is the language setting ("Content Language") stored for Controller Web?

Problem

User has noticed that the names of the structures (for example companies/accounts) are wrong. Specifically, they are using the wrong language translation.
  • To solve this, they change their setting "Content Language". 
However, they later see that the setting for Content Language may be different (for example have reverted back to the default = English). 
=> Question - Where is the setting 'Content Language' stored (for the end user) for Controller Web?

Symptom

Inside Controller Web, the user can click:    <Username> - Settings:

They can then choose their 'Content language' settings (for example 'Swedish'):
