For any test results in relation to maximum TPS for IBM Safer Payments: the number would vary greatly based on hardware configuration, resources available, and the complexity of the setup within IBM Safer Payments.
However, here is generic feedback based on a IBM Safer Payments published technical white paper:

As quoted on page 1 "Ultra-high real-time performance to process thousands of transactions per second with latencies of a few milliseconds. The current largest customer installation of IBM Safer Payments is sized for 4,000 transactions per second with guaranteed latency of 3.5 milliseconds."
In addition, you can use Key Performance Indicator (KPI) of Transaction message rate to monitor the number of transaction messages satisfying the specified settings.
You can also use Status Alarm Indicators (SAI) to monitor the real-time MCI latency in your cluster (by reviewing the Max Latency). You can also set it to log for each violation. How: Administration -> System Configuration -> Message Command Interface -> set a value to Latency Violation Threshold and then enable checkbox to Log latency violation details. You can monitor the latest 50 latency violations in Administration -> System Internals -> Latest latency violations, and adjust your deployment accordingly.
