Whenever the customer restarts the Integration Server from Software AG Command Central (CCE) - Encoding used on Integration Server is different than when starting from command line.
They have set Language on the User with which Integration Server is installed as shown below:

Same has been set on CCE which is installed with same User. Customer use Default user Administrator to login and perform life cycle operations.
So issue here is:
When restarting IS from bin folder or admin page - above set encoding is used.
If we restart from CCE - above encoding is not used.
