Warning message on data loading errors is reported when 8.0.0.x fix pack is applied to 7.4.0.0 environment

Problem

When you apply 8.0.0.x fix packs to OpenPages 7.4 environment, a warning message is reported on the application server card in some case. There is a new application permission added to 8.0.0.1 fix pack however the installer fails to enable the application permission to the role templates.

Symptom

After applying the 8.0.0.x fixpack, you get a warning message reported on the applicaton server card. The warning message is:
"OpenPages Configuration data load completed with errors".

When you review the ObjectManager.log file, you find an exception like:
