Problem

Using CURRENTDATETIME with timezone zone format (ZZZZ) is not taking Daylight saving time (DST) into consideration.

Symptom

Using CURRENTDATETIME with timezone zone format is not taking Daylight saving time into consideration.
For example :

Using the map rule {CCYY-MM-DD}[T{HH24:MM:SS.3-3[+/-ZZ:ZZ]}]
Running an ITX map in the UK with the above map rule during summertime the offset is 0 but it is expected to be 1.
Actual output :
2024-05-07T15:45:09.891+00:00
Expected output :
2024-05-07T15:45:09.891+01:00
