Using Content Assist on a JSP results in a NullPointerException error

Problem

Attempts to use Content Assist (CTRL + SPACE) on a JSP file in IBM Rational Application Developer for WebSphere Software and Rational Software Architect for WebSphere results in java.lang.NullPointerException error.

Symptom

The error dialog in Rational Application Developer and Rational Software Architect for WebSphere appears as follows:
