Problem

Unable to start GIS - Ops timeout - OpsServer is not available yet

Symptom

Attempted to start GIS 4318 after shutting it down but it would not come back up.  The GIS Oracle database appeared to running because Dump_info.sh and db_exec.sh returned correct results. This is what the startup screen returned:

 Below is the error from opsServer.log.
