Error starting services on Application Tier

Symptom

CBSBootstrapService attempt to load config from "<server>/xx/xxx/bin64/.
/bootstrap_linuxi38664.xml"
CBSBootstrapServicestartDaemon() - spawned daemon, waiting for child processes to be ready.
ERROR CBSSocketCommand failed to connect, CAM error: <errorDetail><errorCode>- 12</errorCode><errorMessage>CAM-CRP-0026 The underlying socket:
