Problem

Unable to register patch using IBM Security Guardium

Symptom

When attempting to upload a patch using various versions of Internet Explorer a "Register failed" error may be seen. The error will show the file location of the patch on the system it is being uploaded from such as the following:
Register patch file in the directory:
C:\Users\Admin\Downloads\SqlGuard-10.0p01.tgz.enc.sig
Register failed.
