Problem
I'm using the SPSS Complex Samples module to try to draw a sample from a finite population using a probability proportional to size (PPS) method, without replacement (WOR). I'm unable to draw the desired sample. I receive the following error: The maximum Measure of Size(MOS) value across population units cannot be greater than the total MOS in the population divided by the sample size. What does this mean?
