Transformer API - Exception thrown in Visual Studio : Cannot create ActiveX component.

Troubleshooting

Problem

Developing in VB.Net an Transformer Automation Application, and this error is received when I attempt to run or debug it.

Symptom

This error appears on the line in the code :
objTransApp = CreateObject("IBMCognosTransformer.ApplicationCtrl.1")
