The toolkit is waiting for a lock on the wrong LPAR.

When using different HMC LPARs for the target LPAR, the toolkit may wait for a lock on the wrong LPAR.
In version 4.5 build date 08/03/2021 we changed the lock semaphore from the IP address to the LPAR name. At least that was the intention ... instead, we mistakenly used the HMC LPAR profile. Thus if two LPARs used the same profile (ex. default_profile) the toolkit will lock based on that and not proceed.
The work-around is to provide each target LPAR with a unique profile name.
This will be fixed in the next build.
