Abstract
If the 'ap issues' command reports “SW_NEEDS_ATTENTION | 406: Time on node is not synchronized” and the 'ap sw' command reports more than one devices in DOWN or UNKNOWN states, clocks may be out-of-sync between nodes.

To workaround this issue:
- If there are external ntp servers configured in /etc/ntp.conf, make sure they are pingable from each node. If ntp servers are not pingable, check for a network problem, otherwise move the next step. Also, If there is no external ntp servers configured, move to the next step.
- Run systemctl restart ntpd at least twice on each node.
