"There is already an object named 'NRTR_ACCOUNT' in the database" when click "Create DB" inside "Database Conversion Utility"

Troubleshooting

Problem

User launches "Controller Configuration" - "Database Connections" - "Database Conversion Utility". User browses to the UDL file that corresponds with the FAP database. The current version displayed is zero (0), so user clicks "Create DB". An error occurs.

Symptom

Creating new empty Database
Running DB Step: initial
Running script batch: script/mssql_createDB.batch
Running script: script/mssql/nrtr_account.sql
** ERROR: com.microsoft.sqlserver.jdbc.SQLServerException: There is already an object named 'NRTR_ACCOUNT' in the database.
