TEP Java Webstart Client Fails To Launch Reporting Error "File does not exist"

Problem

Attempts to launch the TEP client fails due to the startup failing to find the jnlp files.

 

Error seen in the Java Console Log:

Caused by: java.io.FileNotFoundException: http://TEPSHOSTNAME:15200/kit.jar.jnlp
