Task pending although slots occupied

Troubleshooting


Problem

There are tasks pending for hours; however, the application has occupied some slots.

Why does this happen and how can I resolve it?

Symptom

Pending tasks are shown either from GUI or CLI, even though the application has occupied slots.
From SSM dump log:
