SVN 'Get Changelog' fails: Access is denied. (code 5)

Problem

Attempts to use IBM AnthillPro with a Subversion Repository results in the error "Error invoking process: Access is denied. (code 5)".

Symptom

AnthillPro error in ah3serverout:
