Start WebSphere gives "SSL connection cannot be initialized"

Troubleshooting


Problem

If you start the IBM® WebSphere® Application Server (WAS) environment in IBM® Rational® Application Developer, The SSL connection cannot be initialized... error appears.

Symptom

When you start the WAS environment from within RAD, the open for e-business message is received, but there are errors about Secure Sockets Layer (SSL) connection failures to port xxxx.
A dialog message states that it took too long to start and the server fails to start.
The error output is as follows:
00000066 SSLHandshakeE E SSLC0008E: The SSL connection 
cannot be initialized from the <IP address> host 
and xxxxx port on the remote client to the <IP address> host 
and xxxx port on the local server. 
Exception: javax.net.ssl.SSLException: 
The WebSphere server received an unencrypted inbound communication 
on a secure connection. 
This does not indicate a problem with the WebSphere server. 
To resolve the issue, configure the client to use SSL 
or to connect to a port on the WebSphere server that does not require SSL.
