Problem
When trying to use Operations Navigator, message SQL7973 "SQL Create Package CWBUNNAFBI in QGPL Failed" was received.
Resolving The Problem
When trying to use Operations Navigator, error message SQL7973 - SQL Create Package CWBUNNAFBI in QGPL Failed was received. ODBC applications also fail if both Enable Extended Dynamic Support is checked in the data source and if the application SQL package file did not already exist on the target system.
There are operating system SQL packages that must be on the system for the database host server jobs to be able to create the application specific SQL package files used by ODBC. These system SQL package files are located in QSYS and are called QSQLPKG2 and QSQXDPKG. You should check to see if these files are on the system by issuing the WRKOBJ OBJ(QSYS/Q*) OBJTYPE(*SQLPKG) command. If either or both of these files are missing, restore them from a backup or from another system at the same release level. If another system at the same release is not available, SAVFs containing these files may be downloaded from the following:

Example for V5R4:
ftp://public.dhe.ibm.com/services/us/igsc/cs2/ApiSamples/R540sqlpkg.savf
Substitute the 540 in the above link with the release level of OS/400 you need.
Note: Typically, when these files are missing, they have been accidentally deleted by a user cleaning up application SQL packages on the system.
