SQL1042C starting DB2 on Windows

Problem

I have a new DB2 setup on Windows. When I try to start the DB2 service from Windows, it shows: DB2-0 : The service has returned a service-specific error code. If I try to start DB2 from the command line, it shows: SQL1042C An unexpected system error occurred. SQL1032N No start database manager command was issued. SQLSTATE=57019
