SetUserToken causes a RACF error when connecting to a SPOE Connect:Direct node

Symptom

Problem reported using Sterling Integrator versions 5.0 and 5.1.   

Unable to control the credentials (SNODEID) presented to remote Secure Point of Entry (SPOE).  The SetUserToken service does not affect the credentials.  

The remote node allows SNODEID - the Connect:Direct DMGSAF security exit specifes SNODEID=YES.
