Server fails to start with "The program can't start because DB2APP64.dll is missing from your computer"

Troubleshooting


Problem

When trying to start up the server manually after upgrading or after a database restore, the server does not start.

Symptom

Starting the server in the foreground shows the following system error:
db2app64.dll
