Problem

Sending e-mail notification fails with the error 'Unknown socket error 10053 occurred' when using IBM Rational ClearQuest.

Symptom

The detailed error message:



    Execution of a hook failed during the action Submit. It was the ACTION_NOTIFICATION hook attached to the BaseCMActivity "". The reason for the failure was:
    Error processing Email Rule "BaseCM_Submit": "\b error description = An unknown socket error 10053 occurred.

Output from Rational ClearQuest diagnostic tracing might also capture this error:


    Deliver failed: RWSockErr: in RWSocket::connect:CONNABORTED.

This issue has been reported on a range of ports (such as 10061) that may also indicate the same issue.
