Saving a report gives a 'Internal Server Error' in Report Builder for JRS

Problem

Attempts to save a report in Report Builder for IBM Jazz Reporting Service (JRS) gives an 'Internal Server Error' after 20 minutes and fails to save the report.

Symptom

The report appears to be saving but after about 20 minutes you get an error:
Internal Server Error
The server encountered and internal error or misconfiguration and was unable to complete your request.
IBM_HTTP_server at <Your Server Name> Port 433.
There is no corresponding error in the rs.log.
