As of September 30, 2017, SamplePower 3.0.1 will be withdrawn from Support. It has already been withdrawn from Marketing. Is there a replacement product for SamplePower?

No, there is not a replacement product.
IBM SPSS Statistics 27.0 introduced a collection of Power Analysis (Analyze -> Power Analysis) procedures.
