Problem
This technote explains why a runtime error might occur when you open the IBM® Rational® License Key Administrator.
Symptom
When you install a Rational product on a computer, you see a runtime error at the point when the License Key Administrator would normally start.
The full error message is:
Runtime error! Program:C\Program Files\Rational\Common\licadmin.exe abnormal program termination
The process licadmin.exe stops running.
Cause
A possible cause is the language setting selected on your system.
Environment
The selected system's default language for non-Unicode programs is set to Cyrillic. Among the languages that use Cyrillic are: Russian, Ukrainian, Bulgarian and Mongolian.
The default format for numbers, currencies, dates, and time is set to a language that does not use Single Byte Character Set (SBCS), such as Armenian.
The Windows language package for complex script and right-to-left languages has been installed to enable non-SCBS languages.
Diagnosing The Problem
Licadmin.exe tries to get the date in ASCII string format, using current locale.
Resolving The Problem
Change the default format for numbers, currencies, dates and time to match the system's default language for non-Unicode programs.
