Runtime Error 381: Invalid property array and index, when trying to associate RequisitePro requirements with ClearQuest records

Problem

This technote explains how to resolve an error, Runtime Error 381: Invalid property array and index, that might occur when using IBM® Rational® ClearQuest® with an IBM DB2® back-end database.

Symptom

When trying to associate an IBM Rational RequisitePro requirement to a ClearQuest record, using the Add from RequisitePro button in the Requirements tab, no requirements are displayed. When trying to create new requirements using the Create button the following errors are displayed:


    Runtime Error '381': Invalid property array and index

and...

    Automation error

Then when trying to create again: 

    ActiveX component can't create object
