RTCP fails with Context Root Not Found error

Troubleshooting


Problem

IBM Rational Test Control Panel (RTCP) starts but cannot display anything in a web browser.
The RTCP log contains "The headRegion must not be null" errors.

Symptom

You restart RTCP and it appears to start, but you cannot log into it.
You see the following page in your browser:

The RTCP messages.log file contains the following text:
[8-2-21 15:20:39:680 CET] 00000027 com.ibm.ws.app.manager.AppMessageHelper                      E CWWKZ0002E: An exception occurred while starting the application ROOT. The exception message was: com.ibm.ws.container.service.metadata.MetaDataException: java.lang.IllegalArgumentException: The headRegion must not be null.
