Problem
Simultaneous transactions can keep a repack operation from really repacking.
Symptom
A repack operation on a compressed table or fragment, or a combined "compress repack" operation, would report success, but on closer inspection it has repacked far less than expected and left a lot of unpacked data pages. A subsequent (or combined) shrink operation wouldn't find much to shrink and little to no space could be returned to the system.
