Refresh of Fix Pack 7.1.0.38 for Netcool/Impact

Problem

Fix Pack 7.1.0.38 was originally released on 27th Mar, 2026, and refreshed on the 3rd April, 2026, for DT467170

DT467170: An upgrade to Netcool/Impact 7.1.0 FP38 fails during the post-install configure phase when Self Monitoring for Queue Status is enabled.

The installation fails with the error:

Error during "post-install configure" phase

In addition, this issue affects existing Netcool/Impact environments after the upgrade. If Self Monitoring for Queue Status is enabled post‑upgrade, the Impact backend server fails to start, preventing the Impact instance from becoming operational.


Attention!
 

Installing the refreshed Fix Pack 7.1.0.38 on top of the original Fix Pack 7.1.0.38 is not recommended. 

The refreshed Fix Pack should only be applied to systems that have not yet been upgraded to Fix Pack 7.1.0.38
 
For systems with the original Fix Pack 7.1.0.38 already installed
  • If Queue Status Self Monitoring is not required, no action is needed.
  • If Queue Status Self Monitoring is required, contact IBM Support for a fix.
 

Verifying the Fix Pack Download package

Under the application directory, run the following:
 
bin/versioninfo.sh
 

If the original Fix Pack 7.1.0.38 is installed, the following build date will appear at the top of the output:

========================================================================

 

Checking a Downloaded Fix Pack Before Installation

Extract the package and open :

/scripts/impact_server_health_check.sh|bat
 
If the package is the refreshed Fix Pack 7.1.0.38, line 12 will contain:
 
# Build date: 7.1.0.38 - 202604031539 #
 
 

 

Known Issue fixed in refresh of 7.1.0-TIV-NCI-FP0038

 

DT467170: Impact 7.1.0 FP38 upgrade fails if self-monitoring is enabled

Summary: 

An upgrade to Netcool/Impact 7.1.0 FP38 fails during the post-install configure phase when the Queue Status option is enabled for Self Monitoring

In addition, this issue affects existing Netcool/Impact environments after the upgrade. If the Self Status option is enabled for Self Monitoring post‑upgrade, the Impact backend server fails to start, preventing the Impact instance from becoming operational.

Remediation: 

For systems not yet upgraded, use the refreshed package for 7.1.0-TIV-NCI-FP0038.

If Queue Status for Self Monitoring is not enabled the upgrade to 7.1.0.38 is not affected by this issue. In this case, if the upgrade has completed successfully, and Queue Status for Self Monitoring needs to be enabled in the future, contact IBM Support for a fix.

Turning off Queue Status for Self Monitoring is a workaround for this issue. This can be done by by editing the following file:

$IMPACT_HOME/etc/<instance_name>_selfmonitoring.props

and setting the following property to false:

impact.selfmonitoring.queuestatus.enable=false
