Symptom

Receiving Warning 'Element used but not declared. Empty element is being created (ElementInboundMessageNumber)' when loading the CompleteInboundAction.dtd into mapper.

Cause

If an Element is defined but not declared the mapper will assume that the
element should be EMPTY and alert the user that it is creating the element as
an empty one.

Resolving the problem

After the RosettaNetMerge1.1 Element declaration add the following line:

Save the DTD file and create a map using the modified DTD.
