Troubleshooting
Problem
When setting up the Rational Team Concert client to connect to the Rational Model (Architecture) Manager repository for the first time the user receives the following error:

An unhandled exception occurred during "Setup Project for Planning".
Unable to obtain license to create a repository workspace: An error response was received from the Jazz Team Server. Status=400. Message: CRJAZ0977I The "com.ibm.team.jazz.foundation.enterprise-v3" server license policy does not allow the "com.ibm.rmm.scm.server.createPersonalWorkspace" operation.
