Problem
RCL_API_Log_sample.xml file is logging file generated by IBM Rational Common Licensing (RCL) which is enabled by default. To disable it you need to add an env variable: RCL_LOG_CONFIG_PATH
Symptom
Whenever IBM Rational Functional Tester (RFT) 8.5 or 8.6 is started from a command line, it creates a RCL_API_Log_sample.xml file which does not seem to have any relevance to RFT itself or the given task.
