Q Replication needs authority to perform TRUNCATE TABLE on Oracle

Problem

Q Replication through a federated server to Oracle target databases uses a TRUNCATE TABLE command on existing Oracle target tables when it performs an initial load of the target with data from the source. To perform the command, the user ID that connects to the Oracle database must have authority to perform the truncate operation.
