APAR Error Description / Circumvention

-----------------------------------------------
A web service client request is using embedded XML.

With level 19 the embedded XML was html encoded: <ns1:data><?xml
version="1.0" encoding="iso-8859-1"?>

With level 20 the embedded XML was encoded using ![CDATA[...]]
however with incorrect characters:
<ns1:data>< ?CDATA?<?xml version="1.0" encoding="iso-8859-1"?>

this causes the request to fail

CORRECTION FOR APAR SE78061 :
-----------------------------
The CDATA tag that is used to encapsulate the XML element needs
to be converted to the CCSID of the job since some characters in
![CDATA[...]] are not invariant.

This problem has been corrected.

CIRCUMVENTION FOR APAR SE78061 :
