APAR Error Description / Circumvention

Customers occasionally see an MCH3402 in the SCPF job log from
QDMCOPEN, followed by a CPF4128 indicating not able to allocate
objects.  Eventually files can be created, and the empty files
need to be manually cleaned up by the customer.

CORRECTION FOR APAR SE62660 :
-----------------------------
This PTF will gather more data when an MCH3402 occurs for
QDMCOPEN.  All the FFDC generated will need to be gathered, and
also the spool files resulting from the following:
STRSRVJOB SCPF
DMPSYSOBJ
DMPSYSOBJ OFFSET(B0)
WRKJOB JOB(SCPF) OUTPUT(*PRINT)
