APAR Error Description / Circumvention

-----------------------------------------------
When an internal space object QFPANWSDINFO is no found or
damaged, FPAD code tries to retrieve the data from user space
QFPACFG in QTEMP library. However, Multiple threads in the
QINTER subsystem monitor job were accessing the same user space
in the QTEMP library, thus may cause write/read/delete conflict,
and MCH3401(Cannot resolve to object QFPACFG) was reported.
Meanwhile populating data to QFPANWSDINFO from user space
QFPACFG may also be incomplete, making QFPANWSDINFO data
incorrect or damaged.

CORRECTION FOR APAR SE59979 :
-----------------------------
The fix is to make FPAD code use locks scoped to the thread
instead of process; the *USRSPC object in the QTEMP library,
which is used for the QDCLCFGD API, is now changed into a
thread-unique name so that multiple threads are not using the
same user space
