APAR Error Description / Circumvention

-----------------------------------------------
User was complaining about no disk statistics being reported on
newly installed server. Server is in restricted state. The
qvnadaem service will not stay started. Event 7031. The verbose
trace shows msgcpf24b3 for the message handler. The server is at
SI40442 and had group ptf 24 intalled.
The nwsd is currently set to not do event log propagation, but
traces still look as if it was being done or seen.

Development supplied test code and found that the problem was
related to getting the os name.

CORRECTION FOR APAR SE53795 :
-----------------------------
The problem is due to that OS name include the property symbol
character which the API function wcstombs can't resolve and
return string length -1 for the OS name, thus causing memory
copy crash. This fix is to recalculate the correct OS string
length to avoid the memory crash
