DESCRIPTION OF PROBLEM FIXED FOR APAR SE46251 :
-----------------------------------------------
Slow OD Client logon performance can occur if leftover QZSHSH
jobs exist in "Close-wait" or "Closed" status for the TCP/IP
port being used for Common Server (e.g., 1450). These QZSHSH
jobs were originally spawned by the Common Server instance.

CORRECTION FOR APAR SE46251 :
-----------------------------
Shell commands were being processed by using the QSHELL API
QzshSystem which makes the assumption that descriptors 0,1,2 are
reserved for stdin, stdout, and stderr.  This is not necessarily
true.  Shell command are now processed in a different way that
avoids this problem.
