APAR Error Description / Circumvention

When an instance is started or ASM is run QRLCASMDBF runs to
perform any necessary data changes or conversions for files in
QUSRRDARS.  It can leave a lot of messages in the job log that
make it hard to determine if it worked or not.

CORRECTION FOR APAR SE39023 :
-----------------------------
QRLMASMDBF has been changed to greatly reduce the number of
messages in the job log.  Additional checking has been added to
help reduce potential problems.
