APAR Error Description / Circumvention

If too many smVlog requests are received the message Pool may
become empty. If a task on the interrupt handler wants a smVlog
message from the pool it can cause a wait state task to block
and cause a TI.

CORRECTION FOR APAR MA43751 :
-----------------------------
The smVlog message pool is not designed to prevent blocking when
the pool is empty. The smVlog message pool will be changed to
SimpleMsgPool which will not block.
